“On July 7, 2023 the United States Department of Agriculture (USDA ) announced its plan to implement the Discrimination Financial Assistance Program (DFAP) under Section 22007 of the Inflation Reduction Act.
Section 22007 provides for $2.2 billion in funding to distribute "discrimination financial assistance" to farmers, ranchers and forest landowners that can show they "experienced discrimination" in USDA Farm Loan Programs before January 1, 2021. Farmers that held assigned or assumed debt of others who experienced discrimination were also eligible.
Payouts to individual successful applicants were made in late August 2024. Currently the program is assisting applicants with important tax and benefit implications of the award as well as how the review and award process was conducted along with evaluation scoring methodology.
The Land Loss Prevention Project is one of 8 Cooperators selected by USDA to provide technical assistance to farmers, ranchers and landowners who experienced discrimination in USDA lending before January 1, 2021. We and the other Cooperators are here to guide applicants through the process and to assist them in preparing and submitting strong applications and with the post application process.

The DFAP Call Center is currently open from 8 am EST to 8 pm PST, weekdays only.
USDA has hired non government organizations (Administrators and CoOperators) outside of USDA to help educate, provide outreach and provide technical assistance to applicants. The National Administrator and Regional Hubs are under contract to conduct outreach, assist with the financial assistance application process, process applications, manage program call centers, and operate local offices. They are also responsible for Evaluation, eligibility determination and decision making subject to USDA standards and oversight.
Additional outreach and application support is provided by community groups (CoOperators) who unlike National Administrator and Regional Hubs have no role in the application decision making progress after submission of applications.
